There have been questions about how effective the U.S. sanction effort is against tankers and if the enforcement of the Price Cap imposed on Russian crude oil is having an effect. Yesterday, the U.S. Treasury Department announced it was listing a tanker that it contends has repeatedly violated the $60 price cap and made five port calls in Russia in 2023, and now that tanker has changed its AIS setting to “waiting for orders.” The NS Leader, a 115,850 dwt crude oil tanker built in 2007 was the subject of yesterday’s actions. Bloomberg was the first to report the vessel had been sailing in the Atlantic near Portugal with its destination listed as Primorsk, Russia when the sanctions were launched. Officials on the Caribbean island of Tobago are scrambling to clean up a growing oil spill while they also investigate the mysterious capsized vessel that is causing the growing environmental disaster. Oil is fouling the southwestern end of the island with warnings that it may continue to spread. A massive clean-up effort has been launched as the oil continues to wash onshore with the Trinidad & Tobago Coast Guard investigating the vessel. The government is now classifying it as a Tier II disaster with the Tobago Emergency Management Agency (TEMA), Environmental Management Authority, and other government agencies all coordinating in the effort. Speculation was that it would be elevated to a Tier III disaster by the end of the day Thursday or early on Friday. The shipping community in Turkey is mourning the death of a distinguished member of its pilot’s association who was killed in a boarding accident yesterday, February 4. It again highlights the dangers that pilots face when boarding vessels. The Ministry of Transport and Infrastructure reports that a pilot, Oguz Kok, fell to his death early on Sunday, February 4 in the area south of the Bosphorus. He was an experienced pilot having graduated the naval school as a deck cadet in 1983. According to the accounts, he was attempting to board a bulker, the New Siham, that was arriving from Algeria at approximately 0430. The vessel appeared to have been heading for Istanbul. A new report looking at the rescue operation to remove the crew from the burning car carrier Fremantle Highway off the Dutch coast is highly critical of the efforts according to a Dutch newspaper. The analysis is the result of interviews with all the organizations involved in the rescue operation and confirms earlier media reports that said responders were ill-prepared, slow to reach the ship, and disorganized in their efforts. The Fremantle Highway (18,549 dwt), a Japanese-owned car carrier operating under charter to “K” Line, caught fire overnight on July 25 loaded with more than 3,700 vehicles while sailing off the coast of the Netherlands. Sweden has dropped its investigation into the blasts that ruptured three of the four Nord Stream pipelines under the Baltic in 2022.
