Job Description

The position holder is responsible for ensuring the implementation of navigation, seamanship and cargo handling policy for STASCO owned / managed vessels. The incumbent should be able to provide leadership and guidance across the complete spectrum of a ship’s operations and to this end fleet Masters.

1) Ensure that vessels within the fleet group are run safely, reliably and economically to the highest professional standard, applying the latest best practice derived from the ongoing Operational Efficiency and Shell Group Leadership processes. Ensure that all the International and Flag State legal and regulatory requirements and company policies concerning ship operations, including cargo care, the safety of navigation and the health and safety of personnel, are adhered to at all times.

2) Ensure that vessels within the fleet unit are successfully vetted prior to chartering out to third parties by arranging timely SIRE inspections, responding promptly to observations raised, initiating remedial actions and identifying gaps in policies and procedures.

3) Ensure that the Group’s reputation is safeguarded and take responsibility for ensuring the minimisation of exposures to environmental pollution.

4) Act as the Company’s on-site representative in the event of an incident or casualty, co-ordinating and completing the task to its logical conclusion.

5) Lead investigations into incidents when required, interpreting lessons learnt for dissemination throughout the STASCO-managed fleet and, where appropriate, Group companies.

6) Develop and maintain a close working relationship with customer commercial contacts in Group and other companies, thereby ensuring that all parties concerned with the programming of fleet group vessels are aware of the capabilities of individual vessels to fulfil requirements.

7) Actively promulgate and promote the Group and Company’s HSEQ policies and ensure that expectations are fully understood by all Fleet staff, especially shipboard management.

8) Provide an effective working link on a day-to-day basis between STASCO management and ship’s staff.

9) Recognise sub-standard performance and engage applicable resources to investigate and evaluate alternative systems, equipment, contractors and methods for beneficial use in place of obsolete, unreliable or less efficient systems or equipment on STASCO operated ships

10) Act as the focal point for the manning agency, reporting on the ability of Fleet Personnel, advising the Fleet Manager and/or the manning agency on matters concerning suitability of personnel for promotion, possible secondment or career development and undertake assessments of candidates for promotion to Master.

11) Act as the focal point for insurance claims associated with ships within the fleet group.

12) Be responsible for the co-ordination and close-out of the office response to internal ISM audits, in liaison with the DPA Dept, of ships within the fleet group.

13) Ensure the effective implementation of quality improvement projects and enhanced business processes associated with operational issues on board and ashore.

14) Undertake ship visits as determined by the Fleet Manager.

15) Undertake the role of duty superintendent in rotation.

16) Provide cover for other Operations Superintendents, as required.

Requirements

Class 1 Certificate of Competency

Minimum 1 year experience as Master on LNG vessels

An ability to communicate effectively and professionally with all levels within the organization and with internal and external contacts.

To be fluent in English; able to report effectively verbally and written
